Social participants in the resolution of housing problems: The case of Las Malvinas neighbourhood in La Plata

Abstract
This article is part of a research project called "The relationship between public and private actors in the process of popular housing production: "Las Malvinas neighbourhood case, in La Plata". In this paper we will try to identify the stages in housing production in this place and the mayor actors who have intervened in it. The preliminary results of our work show us the prevalence of public action relying on the work of people who build their neighbourhoods themselves. Public actions along fifteen years of existence of Las Malvinas neighbourhoods will form the basis for the organization of this work. Given a brief outline of the theoretical framewor of the housing problems encountered by poor people, we will introduce the actors who have been identified so far and the three stages that have been determined in the building process. While we recall the history of the neighbourhood, we will try to understand the national action within the housing plan undertaken by the successive governments of the province of Buenos Aires.
