Decision-making system based on risk management. Strategic scenario for the improvement of popular habitat in La Plata

Abstract
As a result of the latest neoliberal policies carried out in the urban area, cities have grown unevenly, fragmented and disintegrated. This work presents the development of a theoretical and methodological instrument for making political decisions regarding the origin, growth and densification of the popular habitat in La Plata City. Vacant lands susceptible to being occupied have been identified based on the study of their accessibility, basic infrastructure services, equipment, recreational spaces and environmental conditions (flood risk). As an example of application, a strategic urban integration and insertion project for emergency housing has been proposed in a representative neighborhood on the periphery of La Plata. As a result of this specific intervention, the possible incorporation of 35 households and 4 buildings (equipment according to need) in the already urbanized area has been defined. Conclusively, it has been observed that the identification of strategic areas for the socio-territorial integration of popular neighborhoods is possible. Additionally, specific guidelines for housing insertion have been defined, either in case of emergency (for example, in the event of a climate catastrophe) or due to recurring need regarding the current housing deficit.
